you're probably young so you don't understand but how espionage works a lot of the time isn't just hiding things perfectly, in this situation hawks doesn't necessarily need to show 100% loyalty to the villains, he needs to show that he has his own agenda but still a over all a partner to the villains agenda. If he was too cooperative that would make them more suspicious according to the circumstances. Deception is much more complicated than most people understand especially so for people who are more inclined to suspicion.

I'd kind of disagree. Unlike Endeavor, Shoto isn't motivated by surpassing everybody else, let alone All Might. He wants to be the kind of hero like All Might. Shoto's quiet and calm, while Endeavor is short-tempered, though not as much as Bakugo. The only thing I see the two having in common is being out of touch with social cues.
